The Westmoreland Association has been circulating a petition with more than 100 signatures urging the city to buy a small piece of undeveloped private property in Little Neck so it can be turned into a road.
But an architect close to the project said the city has not sought to buy the property because of a steep drop-off that would make a road there difficult to construct.
The property appears on city maps as 41st Road, a street which extends off of Westmoreland Street and does not connect to the larger, more heavily trafficked Little Neck Parkway.
