Two candidates are competing in the election for the City Council District 23 seat, which represents Hollis Hills, Queens Village, Glen Oaks, Floral Park and Oakland Gardens.

Retired NYPD Capt. Joseph Concannon of the Reform Party threw his hat into the 23rd District’s City Council race to stand up for the Police Department’s stop-and-frisk policy, arguing it was the best way to deter crime.

Mark Weprin

Democratic incumbent Mark Weprin was first elected to the seat in 2009 and did not have an opponent until the summer, when he came out against the city Police Department’s controversial stop-and-frisk policies.
