Classified ads are intended to help people by facilitating communication and advertising available services; however, some of the hotlines & service numbers in classifieds actually hurt the people who rely on them by cheating them of their hard-earned dollars. “Most newspapers print a disclaimer in their classified ad section to warn readers about numbers that are a direct line to trouble. Any number starting with 900, 540, 595 or 871 charges a fee beyond a local call. In some instances, ads initially advertise calls to a local number, but then direct callers to a second number starting with one of the paid exchanges. “Consumers must also question the legitimacy of vague classifieds because they too could be a scam. Before responding to an ad, consumers should verify the source of all information & always be wary about sending money or signing a contract with an unknown party.” Office of the Public Advocate

Facility: HEBREW HOME FOR THE AGED AT RIVERDALE 5901 PALISADE AVENUE BRONX, NY 10471 Application ID: 2-6001-00026/02003 Permits(s) Applied for: 1 - Article 19 Air State Facility Project is located: in BRONX COUNTY Project Description: The Department has prepared a draft permit and has made a tentative determination to issue a new Air State Facility permit for THE HEBREW HOME FOR THE AGED AT RIVERDALE consisting of multiple buildings at 5901 Palisade Ave, Bronx, NY 10471 on a 19 acre campus. The facility proposes to build a cogeneration plant. There is a central power plant, and smaller heating/cooling units are also located in individual buildings. The application and draft permit contains the following fuel combustion sources: four boilers burning natural gas and No.2 oil: two 12.6 MMBtu/hr and two16.5 MMBtu/hr; two exempt Weil McLain boilers burning No.2 fuel oil; fifteen exempt small boilers/hot water heater (4-AOON & 11-Riverwalk) burning natural gas; six diesel and one gas-fired emergency generators, all exempt; seven exempt TecoChill gas-fired engines (161 bhp each) burning natural gas, all with 3-way catalyst at the exhaust; two lean-burn Caterpillar gas-fired engines (1,150 bhp each) with oxidation catalysts at the exhaust. The Facility will monitor all fuels delivered/burned at all the above equipment and calculate monthly the 12- month rolling oxides of nitrogen (Nox) emissions. The facility Nox emissions are capped at 24.9 T/yr. Records demonstrating compliance with this cap will be kept in accordance with the permit specific conditions. The facility is subject to the provisions of the State Facility specified under 6NYCRR 201-7. The Air State Facility permit contains a listing of the applicable federal, state, and specific monitoring requirements for the facility. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments. Availability of Application Documents: Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person. State Enviromental Quality Review (SEQR) Determination Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review performed. SEQR Lead Agency NYS Energy Research and Development Authority State Historic Preservation Act (SHPA) Determination Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required. Coastal Management This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act. DEC Commissioner Policy 29,Environmental Justice and Permitting (CP-29) It has been determined that the proposed action is not subject to CP-29.
