Former councilman pursuing $10 million lawsuit against city

Convicted former Councilman Ruben Wills (D-Jamaica), who pleaded guilty to filing a false disclosure with the city’s Conflict of Interest Board Nov. 14, is also pursuing a lawsuit against the city for $10 million.

Wills admitted he knowingly filed a false annual financial disclosure report with the board and intentionally failed to disclose personal loans made to him in 2012, according to state Attorney General Eric Schneiderman.

It is an ethics violation to conceal financial dealings as a public servant required to file a financial disclosure form.

This class A misdemeanor comes just three months after Wills was found guilty of five felony counts for stealing public funds from the New York State Office of Children and Family Services and the New York City Campaign Finance Board, crimes for which he was sentenced to two to six years in prison.

“New Yorkers trust that their elected officials will serve with integrity. Again and again, Ruben Wills violated that trust – stealing taxpayer dollars to line his own pockets and filing false documents to hide his financial dealings,” Schneiderman said. “No public servant is above the law, and we’ll continue to root out and prosecute public corruption across New York.”

Not only is Wills already serving time for his prior crimes, but he also has to pay $35,000 in restitution and fines, according to Comptroller Thomas DiNapoli.

During his stay in prison at Rikers Island over the summer on the grand larceny charges, Wills claimed to have been mistreated and denied medical care for a chronic condition due to a botched surgery from a year and a half ago, according to his lawyer, Natraj Bhushan.

Bhushan said that for days Wills did not receive proper treatment, because the staff did not have his medical records on file to meet his medical needs. His lawyer also says that Wills was not in the proper unit for someone with a chronic condition.

“You’d notice that during his trial [for grand larceny], the judge allowed him to sit on a special cushion, because due to a botched surgery the lower half of his body is permanently, partially disabled,” Bhushan said. “He had atrophy and nerve damage, and it really affected his ability to tend to his constituents for a year and a half.”

According to Bhushan, the pain medicine that Wills is on has side effects, which could affect his psyche, and during his stay at Rikers he did not get placed in a unit where he could have psychological treatment that was ordered in a court directive.

“This is someone who had well-documented medical issues,” Bhushan said. “This was taken into account when they were sentencing him.”

He is suing the city for $10 million because of how he was treated and he hopes his claim, which was acknowledged by the comptroller, would force changes at Rikers.

Before being sent to the prison himself, Wills was one of many lawmakers supporting the closure of the facility after many reports of how inmates were treated in terms of care, which led to Corizon, a for-profit health provider, losing its contract with the prison, according to

“He had a long standing issue with Rikers Island and he wanted to see it closed,” said the civil attorney. “Frankly, when he himself was in there it became a pressing issue for him to address.”

Actually Kevin Scott from South Jamaica, while that whole "death" thing is harsh, what is really inappropriate are politicians like Ruben Wills who was put in position by the people to help make their community better and instead do the opposite and make it worse bu doing either nothing or very little and then on top of it stealing tax payers money. Especially in communities of color, which already have the deck stacked against them and then people like Wills just adds a whole lot of misery to such communities. These black politicians (and others) in communities of color who do such disservice made such deeds even worse than if it happened in a better community that does not have the issues as districts like Wills.

So really, what is really inappropriate, Joe's words or Wills action. Which one actually affects the community. Something to think about.

Do any of you live in the district? While his personal issues may have caused him to go astray, he did some good here in the district. School upgrades, property cleaning, park upgrades, infrastructural upgrades. He fought for the jail system to stay out of our neighborhoods when they wanted to move a bunch of close to home sites. I get it I don't agree with his actions but does it really make you feel good to bash his name like that. What have any of you done for this community?

Yes, I live in the district and you "Constituent from District 28" must be blind, because Wills DID NOTHING for this district, certainly not any of the things you mentioned. He received donations from the polluting Royal Waste and voted against making such places being spread out evenly in other districts. He had not a damn thing to do with park upgrades (which most are crappy) and he nor any other councilmember has anything to do with infrastructure upgrades. AND what infrastructure upgrades are you even talking about, THERE ARE NONE in the district. Same with school upgrades. AND you are the reason such communities continue to be low-class ghetto, give a a-hole man and and a-hole hack politician a break. THE MAN IS A CROOK and did nothing as a councilman. IN fact he has had the worst record of attendance for city council meetings. A fact, not your "unchecked facts" you stated.

Keep sticking up for crooked ghetto folks like Wills and continue to watch the area go downhill.

I live in the area and although Wills was not my councilman, the other hack Comrie was and now Miller and they never did anything to help improve the area.

which he no longer writes since he moved from this area (lucky him). He certainly seem to document all the crap in the area and all the crap the elected officials did or did not do. AND his photos certainly do not lie about the conditions of the SE Queens area, which has the highest crime rate in Queens. I suggest you replace your rose colored glasses with reality glasses.

Some folks do not want to face the truth, because it is UGLY and says much about many of the residents.

Floyd Flake whose Senior Citizen building on Merrick Blvd had a young underage girl held there by some local criminal kidnapped and forced her into prostitution out of a drug addict elderly person's apartment for months and to this day, the Flakes have not made one comment on this issue. Amazing how people in this run down community which gets worse each and every day will still stick up for crooks and criminals even when they sit in political seats paid by tax payers. No wonder the area is like it is, with someone like constituent from district 28

WHAT A DOUCHE you are Wills, besides being one of the worst and laziest local elected officials, which is tough to beat with people like Leroy Comrie and Vivian Cook.
