EAST ELMHURST — An East Elmhurst landlord was arrested after he allegedly refused to fix the heating unit in a tenant’s apartment between May and December, Queens District Attorney Richard Brown said.
Cosby Smiley, 48, would not fix the woman’s heating unit despite repeated requests to do so, the DA said. The tenant allegedly Smiley with a letter and citation ticket from National Grid to prove the heating unit was broken, according to Brown.
After she complained about the broken unit, the landlord allegedly told her to move out, the DA said.
